Every spring a company announces that it will take back what it has sold. There is a photograph of a collection box and a number with the word "target" beside it. Two years later the box is gone, and nobody announces that either.
A few programmes, though, have run for twenty years. They survive recessions, restructurings and changes of chief executive. This book asks what those few had that the others lacked — and finds that the answer is never commitment.
Every lasting recovery programme has an arithmetic inside it. Some companies are buying down the cost of an injury their product could still cause after disposal. Some are buying an observation they are required to report and cannot otherwise produce. Some are simply buying material, and the collection scheme is a purchasing department with better public relations. A fourth kind buys a reason for a customer to walk into a shop.
