Eight custody events run from deployment to evidence, and the number of them a third party must confirm is a measurable intensity of verification. Observed in the wild, that intensity tells you almost nothing, because the organizations that verify more are not the organizations that verify less. Assigned by a coin at the organization level, it becomes an intervention, and the price-like decisions that follow — a sponsor's renewal, the service price a site will accept — become outcomes.

Register Before You Measure starts from a public asymmetry: mandated take-back regimes disclose unflattering facts, voluntary ones disclose flattering ones, and observation cannot say why. It explains why assignment identifies what observation cannot; what to measure and at which unit; how to run a cluster assignment — and four ways to get it wrong, from randomizing individuals to forgetting the design effect. Chapter 6 states in advance what would confirm the claim and what would refute it. Chapter 8 is the registration document itself, reproduced as a template the reader can file.

The appendix is a pre-registration worksheet: arms, the custody-event dial, outcomes with sources, analysis and stopping rules, and a conflict-of-interest block.
