The purpose of this book is to provide practical guidance on drafting the three types of measures used by the California Legislature: bills, resolutions, and constitutional amendments. Because California is one of about two dozen states that does not publish its legislative drafting manual, this practical guide is intended to fill that space for those who work with legislation in the State of California. While not exhaustive, the guide includes examples and suggestions for drafting numerous types of bills and provisions commonly found in legislation.

Since the bulk of drafting involves bills, most of this practical guide is dedicated to bill drafting, but there are also materials for drafting resolutions and constitutional amendments. In addition, after each of the substantive chapters in the three sections on legislative measures, there is a checklist for drafting those three types of measures. There is also a comprehensive index of topics for easy reference.
