The United States Army SF are the Department of Defense’s premier force for providing commanders with an adaptable and highly-situational force. The unique capabilities of SF, including specialized physical placement and access to key partner leaders, enable operations in ambiguous and rapidly changing environments.

SF Soldiers undergo rigorous selection, training, and education to shape foreign political and military environments. They achieve this by working with and through host nations (HNs), regional partners, and local populations. SF provides the U.S. with a low-footprint option for influencing adversaries, addressing insurgencies, and stabilizing conflicts that threaten allies and partners. This capability relies on a mix of lethal and nonlethal activities designed to deter conflict, prevail in war, and support a wide range of contingency operations.

The ability of SF to operate effectively in complex environments stems from its focus on building relationships and understanding local dynamics. This approach is critical for long-term success and minimizes unintended consequences.

The two primary missions of SF, unconventional warfare (UW) and foreign internal defense (FID), represent distinct, but complementary approaches to achieve U.S. objectives. During UW campaigns, SF collaborates with resistance movements to coerce, disrupt, or overthrow hostile governments in denied areas. Conversely, during a FID mission, SF assists friendly governments by enhancing their security capabilities and capacity.

Regardless of the mission, SF Soldiers are trained to work with indigenous forces by leveraging their knowledge and expertise. This approach is equally applicable to both UW and FID operations, fostering trust and mutual understanding. In both missions, SF focuses on engaging with and empowering indigenous partners to take the lead.

FID activities provide the United States with a means to strengthen our understanding of regional issues and, through security cooperation, to prevent conflict or intelligently address ongoing conflict. SF provides an experienced and mature military advisory capability that assists allies and partner nations to develop regional stability, enhance global security, and facilitate future operations. FID is designed to shape the environment and prevent or deter conflict. Shaping facilitates potential future offensive, defensive, and stability tasks, such as humanitarian assistance, counterinsurgency, and counterterrorism activities. Prevention is designed to diminish the creation of adversaries or the initiation of hostilities through security cooperation in support of ongoing diplomatic and developmental programs. Deterrence dissuades adversaries from contemplated violence by the development and training of credible and effective host-nation security forces by enabling them to defeat terrorists or insurgents in their country before they threaten the United States. Over the long term, persistent engagement with HNs, regional partners, indigenous populations, and their institutions through FID activities help set conditions for best possible outcomes.

UW is the primary mission that most distinguishes SF. Through UW, SF enable resistance movements or insurgencies by operating with or through underground, auxiliary, and guerrilla forces in denied areas to coerce, disrupt, or overthrow oppressive regimes. These missions, which are inherently interagency and multinational, carry significant risk, and require mature Soldiers with the expertise to execute sensitive and largely independent operations. The complexity of UW calls for innovative campaign design and specialized planning. The resulting advantage—forcing the enemy to defend everything and, therefore, defend nothing well—makes UW missions worth the risk.
